R4 Officer Involved Shooting/Death Investigations- Idaho Falls CANCELLED
April 4 @ 8:00 am - 5:00 pm
Course Number: R4228F
Two seasoned investigators and expert presenters deliver a mixture of lecture, facilitated discussion, and learning activities that include simulated interviews and the analysis of actual shooting videos. The course is designed to provide an evolutionary leap in the competency of every investigator attending the course.
In today’s law enforcement world, an OIS or in-custody death not only affects the suspect, officers, and their families, but has the potential for sparking social unrest and violence–sometimes nationwide! This single act can instantly change the relationship your agency and its officers have with the community you serve. Only through an investigation that is highly competent and addresses all of the needs of every stakeholder can the integrity of the facts be trusted. Every investigation into any shooting must be of the highest standard possible. This course, packing more practical information into the three days of training than most courses do in five, helps you achieve that goal.
This cutting edge course provides investigators, command officers, administrators, prosecutors, and risk managers with the technical information needed to conduct thorough and objective OIS investigations. The primary emphasis is on the identification and anticipation of critical investigative issues and preparation for addressing them. Examples include sources of bias and the effects it can have on the agency’s standing and liability; how to deal with the proliferation of video evidence, whether obtained from private or official sources; whether to allow involved officers to view video before, during or after being interviewed; the legality and liability associated with the seizure of privately owned media; when interviews of involved officers should be conducted; and common controversies arising from interpretation errors and the human-factors science that properly explains them.
This course includes:
- Understanding Stakeholders’ objective and subjective concerns in a country in flux.
- Theories of police culpability versus science.
- Avoiding bias in the investigation.
- Criminal and administrative investigation bifurcation issues.
- County-wide investigative team protocols.
- Elements of lawful force.
- Basic applied forensic human factors.
- Excited delirium and in-custody death.
- Understanding and analyzing video evidence.
- Seizure of video and audio devices.
- Understanding the basics of video forensics.
- Special investigative steps.
- Conducting effective interviews of involved officer(s).
- Investigation of in-custody deaths.
By attending this practical course, you will deepen your understanding of the “big picture,” while at the same time increasing your ability to conduct a competent, legal investigation where the rights of all parties are upheld. This is a nuts-and-bolts course that provides you with advanced methods of getting the best investigation possible, an investigation that will withstand any scrutiny from any source in the future.
